Allow players will low karma (from boot/negative time) to send messages

Why can't a player that plays a little too slow answer questions in chat or say anything to other people?
Karma from boot/negativetime should have nothing to do with karma from being disrespectful and wrongful usage of the ingame messages.
It's really easy to get under 50 karma from gettting booted just a few times, and it's really a hindrance for everybody not to be able to answer after.
