How to deal with Drop in the Night (Breakout)?

Drop in the Night, 82nd is an interesting Breakout map that has some special rules for setup.
On the Allied first turn, they are expected to do three paradrops:
Use Paradrop rules (Actions 20 - Paradrop) for the Allied player. Before his first turn, the Allied player drops 3 elite Infantry units over each hex marked with a Battle Star (9 units total). You must aim at these hexes, but you do not lose your units if they land outside of the hex.
When played with the original paradrop rules, the map is very challenging. The Allied player has units all over the place, the Axis are spread out mostly on the other diagonal side of the board. It becomes a challenge for both sides to gather troops

If the Allied player can instead aim their Paradrops anywhere, then they can concentrate their Infantry, allowing them to overwhelm the thinly spread Axis units much more easily.

The interface on BGA does not restrict the Allied player to do these paradrops over specifically these hexes. The interface actually allows you to do the paradrop anywhere on the board. The log does not show where the Allied player is aiming for, it only shows whether the units were dropped (un)successfully.

How should we deal with this in a Breakout Tournament with random maps where players clearly do not do paradrops as described?
