I do not understand this card

There's an expansion card that says "if you have fewer ships, gain (+2)"
How does it work? It seems inconsistent in the way the game is programmed on BGA. Sometimes, it seems to apply only on actual ships, sometimes it takes into account the (ships) gained via the "(+2)" expansion card. What I understand from the rules is that (ships) only exist during conflicts.
I would thus only apply the (+2) if the number of "live" ships (not in parenthesis) was lower than the opponent's. What's the canon?
