Uncompleted cruises, Reputation over 18

Hello All, I have two questions if you are able to help and answer:
1. At the end of the game (during final scoring) do we get any reputation penalty for uncompleted cruises? I mean cruises which have been planned, also including case when there are passengers whom we sold tickets.
2. When reputation is at 18 (max) we get victory points for reputation increase. Manual suggests that we get +1VP for each +1 Reputation (over 18), but it looks for me that BGA implementation awards maximum +1VP total per turn (even if we score more than +1 Reputation during one turn). Is my observation correct? and is it intentional implementation?
