The monarch goal awarded for having the most or equal most European spirit labels.

If everyone has 0 European lables, should it not be awarded? It seems the is not atm. Is this a bug?

"Most" means highest in number. And 0 is a number. everyone having 0 should mean you have equal most? :-S

The rules specifically state that goals cannot be won with a score of 0, so working as intended.
