"Fewest VPs" king favor calculated incorrectly?

Fewest VPs king favor takes into account points for empty stacks. In other words, at the end of the game the points for the empty stacks are distributed first, and only then the king's favors, taking into account these points. Is this a mistake or is it in the rules? If you don't know this, you can make the wrong choice with the last move and get fewer points than you could have in the final count, and sometimes this difference can be quite large (about 10 points).

Yes, the order of scoring is definitely mentioned very clearly in the rules.
Also on the player aid / help icon in the left bottom in this BGA implementation actually.

Depleted stacks first
King’s Favors
Bonus cards
Towers favors (if Towers included)
Money left
