How can we add multilingual support before the game is released?

Currently, my game is undergoing alpha review. Can I add multiple languages at this point (all strings in the code have already been formatted to support multilingual translation)? Or do we have to wait until the game is approved and goes live? If possible, how can it be done? I haven't found the relevant entry.

As far as I know, the translation center will become availabe for the community when the game becomes beta. During alpha, only the developer of the game can access the translation center.

Translation is not available during alpha because alpha games are required to be in English and alpha reviewers are required to know English.
Here's the full list of alpha reviewer requirements:

Because so much of the game can and does still change while in alpha, BGA has chosen wait until beta before enabling the translation system, which saves a tremendous amount of churn for the translation volunteers.
