Telegram Effect Question

I went to play telegram on Round 14. I had 6 fences and 13 food left. What was stopping me from playing it, because 14+6 is too much, or because I had all 5 workers already, or something else? The wording doesn't say anything about needing a person left or actually being able to use a person from the supply. I'm guessing it stops me because I need to actually mark a round and can't fail to do that.

It would be helpful if you cited the card text...

I agree with you. The card has an optional effect in a future round space, and you should not be prevented from playing the card even if you can't do the optional future effect. It's different to Work Permit, which explicitly says you place a farmer from your supply on that future space.
Telegram wrote: Add 1 to the current round for each fence in your supply and mark the corresponding round space. In that round only, you can place a person from your supply.
Work Permit wrote: Add 1 to the current round for each building resource you have and place 1 person from your supply on the corresponding round space. In that round, you can use the person.
I've now refactored Telegram so it works differently. It will show the round it will apply, and in that round, IF you have fewer than 5 farmers, it will offer a placement from your supply.
