Arena tier filtering bug?

Has there been a change to the arena pairing system recently? I keep getting paired with bronze players despite my setting being +/-1 tiers only which used to prevent this. You get no meaningful points for winning and a huge deficit for losing. Why change the way this works?
Towards the end of the season you get people joining in bronze who either haven't played all season but want a quick march to a big score (if they're competent players) or are running a 2nd account just to hammer other players scores to boost their own position without risking their main account score. Without tier filtering there is no defence against this.
If this is deliberately changed i'd love to know why. If it's not intentional please change it back BGA
