Player idling at last action to prevent ELO

Hi there,
I've got a player who is idling at the very last action to prevent me from gaining any ELO points for my victory. He's been back a few times, clicks a couple of things, then leaves again, never finishing his turn. Is there something that can be done about a player like this?

Finally got him to finish with -19:50
Couldn't leave negative because players first game?!?!?! This was the first game of this player at this game: impossible to give a red thumb (beginner's protection)
Edit: Player still listed as having 0 games played of Race to the Galaxy

When a player goes over time, there is an "expel player" link that shows up under their name (it is visible in the screenshot you posted). Clicking that will expel them. It will also trigger the "game ended abnormally" code, meaning it will not count as a game for any players, but it should give them a disconnect penalty.

And thereby preventing me from gaining ELO, which was the point I suspect. He only did it the moment it became obvious I would win.
