bug or missed rule

I'm playing map 2a and have the special build card that lets me build on water and rock spaces. I build on top of the outdoor area with this and also build a size two enclosure next to the kiosk I put on the outdoor space. Now I cannot place an animal that requires a size 4 enclosure in that size two enclosure that SHOULD handle a size 4 animal.
Is this a bug or working as intended? This is the only animal in my hand, so I can't even choose the animals action.

In general, in Ark Nova what you see is what you get. Just like there's no "memory" of which animal goes with which enclosure, there's also no memory of what was printed on a given hex after you cover it.

Working as intended. If you cover the adjacency effect building you lose the adjacency effect.

Just to clarify,and withoutthe map in front of me to know if this is even possible,if your building is actually touching - asin bordering with a finite length] - a part of the outdoor areas that hasn't been covered over,then I think the effect should still work ?

By the adjacency effect building, I mean the hex with the gate icon. If a standard enclosure touches it, its size is increased by two. However, if you cover the hex with the gate icon, either by having build over rock/water action card, or diversity researcher in play, you lose the plus 2 enclosure size effect.
If you cover the tower on Observation tower you lose the plus two appeal effect.
If you cover the restaurant in Park restaurant you lose the additional income effect.

Thanks. Unfortunate that I didn't know this! Going to be hard to do much productive now.
