Marine World - Association action and Partner Zoos

So I am playing with the Marine worlds expansion, and I have the Association card that allows you to get Partner Zoos from the supply, and for you to have multiples of the same partner zoo.
I finished a base conservation and a bonus I got from advancing on the conservation track, was a free partner zoo. Which I chose. However that zoo came from the game board, and not the supply.
I was curious if this was correct, because it wasn't through the Association Action, or if this may be a bug in the game?
