Why cant we play a "4" upside down to make a "b"

It should be allowed, unless 'b' is not a valid play in the first place.

Yea i just had a moment where it let me play a 4 as a "b" with a 2nd "b"
Maybe in my last attempt, it wasnt a valid letter...
