Goodley's action question

Hi everyone, why isn’t Lestrade available for Sergeant Goodley’s last action? I planned to move him one space down, but he isn’t selectable. What am I missing?
Interestingly, when there were two actions available, I could place him on the hex near Sherlock, upper left, between two buildings above and below.
So it seems that the hex exactly one space down from Lestrade’s current position isn’t available to move to.
If this is a bug (and not me overlooking something obvious
), I’ll report it immediately.
