Why don't people vote during the game cards?

Maybe it just me, but i notice that very often atleast one person refuses to vote for the effect of the specialist card. I personally don't see any reason why you wouldnt use most specialist cards before the end of round 4, so maybe its a good idea to make it a forced vote at the of that round?

I am also just wondering why do people not vote? is there a reason behind that i do not understand?

Not just you. Mostly i saw that on beginners but other then that I see 1 good reason.
Time. Time is already not enough to see, think what signals meant, to decide how you should signal, to spend it on voting and using that card.
And I'm saying that about normal speed. I would never play at fast speed. Timer should be moved by one group slower. Normal should be fast, slow should be normal. And new slow should be slower then current one.

The specialist cards like the one that replaces a pocket card with a jack of no suit can remove information from the game when not voted on early. I don't always like using the specialist cards when the table is confident.
