I couldn't find an answer for this:
When setting a time-based game for 8+ moves a day, what are those hours based on, BGA HQ in France, the Host's location, or the other user's location?

Each person will see it displayed in the time zone of their device's clock. So the host may set it at 1000->2200 their time, but a player 5 time zones to the west (not crossing the international date line) would see it as 0500->1700.
