Can someone explain this in better detail for me please?

How exactly does the upgrade Sponsor card work where you get to choose whether to sell a card for 4 money or -2 something?
What does the -2 mean? Where does it go and how does it apply to something?

-2 strength. Or in other word, you boost your strength by 2.
So if you play the card at strength 4 and discard a card, it would be similar to having played the card at strength 6.

Im still not sure I understand lol....What does it matter if you play a card at strength 2 if its already played at 4?

The sponsor card "Foreign Institute" needs strength 6, so you can play it when your action-card "sponsor" is on 5 (if it is already turned to the red side which adds 1 strength).
If it is on position (=strength) 3, you need 2 X-tokens to play it - or you discard 1 card from your hand.
In one of my running games the sponsor was on position 5 (and turned to the red side). I had two sponsor cards (for strength 5 and 6) and I could play both of them with 3 X-tokens and 1 discarded card: 5 (position) + 1 (red side) + 3 (X-tokens) + 2 (discarded card) = strength 11. Quite a powerful ability.

I am talking about the action card, not the sponsor card. It boosts the strength of the action card, allowing for more actions

It works as described
It "boost" the strenght of the card by giving it -2
Which is essentially the same as giving the action +2.
I'm not sure why they decided to word it this way.

I think the wording helps to alleviate confusion around being able to use it to break at a higher level. It doesn't increase the strength of the sponsor action, it reduces the cost of one sponsor card played with the action. Clearly still some confusion, but I would guess that's the reason.

Yes,that makes perfect sense.You don't want players to be able to trigger breaks ridiculously early.That would force other players to discard cards or lose x2 actions,when that shouldn't have happened.

...that's why they gave discounts on the cost of the sponsorship cards,instead of simply increasing the power of the sponsorship actions.
