How works flock ability in Rescue station?

Can anyone explain how that works? Dude dug a bison using the Rescue Station bonus. After that, he played a llama without any voltage, but it has the Flock ability. The card says the animal can share
existing voltage with any herbivore. However, his bison was played via Rescue Station digging. It seems a bit broken.

The game doesn't track which animal is in which enclosure, just that the requirements are met when playing/releasing animals. In the case of rescue station, any animal that's been dug and clipped counts as being part of the zoo. Flocking technically uses no enclosure, even though the wording on the ability implies so. They had an animal in the zoo they could flock the llama with and they did. The map ability of rescue station is fairly busted, but everything was done in accordance with the rules here.
