Basic turn order seems to be wrong?

So according to the rules each player should do "Move, Combat, Exploration" on their turn. That is.

Player 1 Moves
Player 1 Combat
Player 1 Explore
Player 2 Moves
Player 2 Combat
Player 2 Explore

However, I immediately notice is does not seem to be implemented correctly. I haven't reached combat yet, but what's happening in the early game is:

Player 1 Moves
Player 2 Moves
Player 1 Explores
Player 2 Explores

This seems extremely fundamental, so I'm surprised it's not correct. I looked for another thread about this, but didn't find it. Apologies if I missed it.

The rules also explains that to gains some time all players can play simultaneously for the first rounds, when everyone is still in their home space.

The implementation here allow players to play at the same time for the first 9 round if I remember well.

Then at round 10, the normal rule where each player do their turn is applied.

It is not the first 9 round.
It is calculated using distance between ships.
If players are too far for interaction, turns are simultaneous.
