How is fewest/&highest resolved in general?

I'm confused that for some cards it's defined and than there are sections without definition.

i.e. Filling the ranks says for the upper part (Fewest cannot tie) and for lower part there is nothing: https://imgur.com/a/s3t7FZQ

How does BGA logic works here? Just taking the upper part for the whole card (which would be a bit weird because there is clearly a seperator)?

Ok to answer my own question: The "fewest cannot tie" counts for both sections of the card (I asked the question in 7th seas discord). So I think BGA implemented it this way as well.

Just checked the code. You are correct. Ties are ignored on both sections of the card.
