Change location of buttons on Pass?

Apologies if this has been covered before. I searched and did not find it.
Is it possible to slightly move the location of the action buttons on a Pass? The refresh builders hall button appears right where the Pass button was (desktop), and I've had a few occasions due to lag and/or my impatience where I've refreshed the hall unitentionally. I'm assuming moving the button is less dev lift than adding confirmation logic.
Curious if this is possible and/or even appealing.
