Broken pier?

In the BGA implementation it looks like one of the piers is broken. In the example game below it looks like one of the piers of the 3:1 harbor on the left side is broken. I would like to know: is it still possible to trade 3:1 if I build a village at the position above that 3:1 harbor? I don't remember seeing a broken pier in the physical version of Catan and there are no expansions selected in this game.

either it was a graphical glitch or I'm not understanding, because it looks fine to me.

To me it looks like the pier indicated by the blue arrow is broken / demolished. Can anyone confirm that this is just a graphical mistake that has no impact on the game? Can I trade 3:1 if I build a village at the end of the blue arrow?

No, you can't. It isn't broken (graphics are slightly confusing). Second pier is at the other direction (3).
