Crow card not working?

Because I cannot use the crow card to try to get a merchant, I have no chance against Og
This is my 1st time playing this game. I want to use the Crow's Air Draft ability but it doesn't seem to work. Whether I click Air Draft first or the card first, it doesn't let me change out a card. Instead, it says at the top I have to move but I can't move either. Reloading the page gets me the buttons back at the top. I assume the Crow card would let me change out one of the 2 cards before I decide where to move. Is that not how it works?
