When is black side used?

The BGG English rules mention the white and black sides of radars and barriers. When you place them, they should be placed with white side up. But I can't find when they would be turned over to the black side?

The word “black” appears twice in the rules. Neither time is your question answered. So.. weird!

I also checked “flip” and “side” and “white” before giving up.

This card places a black Radar and Barrier on the map. Their effects are the same as those of the white ones, except they cannot be removed.

In Red Notice, the Radar and Barrier tokens are actually never flipped over to the black side during gameplay.

The black side serves a different purpose depending on the token type, primarily functioning as a visual indicator for a deactivated state.
