TI4 feels kind of bare without the PoK expansion

I gave it a try, and the UI looks cool. It still has some issues, but overall it’s pretty cool. That said, we really need an expansion — at least PoK. Do you plan it?

I don't know yet, since it will depend on the publisher, and I imagine how the base game is received.
Lots of players have voted to suggest Prophecy of Kings, and you can vote here:

I've only played base game and I've gotten used to it and I've not played with expansions yet, only read about it. Right now the Winnu faction feels like a horrible faction to play and a challenge to win with, unless you have enough new players at your table that allows you do make points.
TI4 here at BGA has some small TE improvements which is available in beta like the strategy cards and the possibility of playing Civilized Society with all objectives revealed. I really like the new construction card that no longer locks down a system, which was annoying in base game version of construction which sometimes you had to skip.
I see that

I imagine people here prefer the expansions in order and majority wants PoK first. But We'll see how many more decides to try when it comes out of Beta. I think the majority of hardcore players is aware of the existance of TI4 on bga already, and there are some who doesn't wanna play until the expansion is released.

we really need an expansion
Pure hyperbole. We don't "need" an expansion, even if it would be a welcome addition.
The #1 way to discourage a game developer who just spent months adapting a beautiful game is to ask, "Wait, why didn't you do more?"
Let's take some time to show some appreciation for what already exists, invite new players, show the publisher some love and support. After that, we can kindly request -- not demand -- the possibility of an expansion.
