Their should be some sort of decay for leaders in arena who don’t play for weeks. Dude has been terrified to play forever.

Several weeks and people aren't bothering to pass them? I can see why they wouldn't be too excited to play Arena. From the looks of things, they still play regular rated games with stronger opponents than the Arena pairings were giving at the time.

Hasn’t played a ranked game in over a month.

Just try to top 1 and not blaming luck for no reason.
