3 player arena -- why is suggestion locked?

Hi all,
Wondering why / how the suggestion of 3 players for the arena was locked? (so cannot be voted on). The options are now 2 or 4 (current) players, which are very different experiences. 3 players allows for the added complexity of another mind like 4 players does, is not just a 1:1 game, and is also easier to find matches than 4 people, because Streetcar doesn't have enough players for 4 players to come easily.
Is there a restriction from 3 players in arena mode? Or did someone just not like the idea? What am I overlooking?
