Red Dot in Chat

Playing a recent game, a red dot kept appearing in random places on chat. It wasn't within the chat but more either in the header or on the video icon. Does anyone know what this is about?
It looks like someone activated the cursor feature. It's turned on by the little hand icon in the lower right of the chat box. It looks like a silhouette of a hand with your username next to it. But when you click the screen, a little dot the same color as your color for that game appears for 2-3 seconds. So maybe they were testing it out, or clicking around to try to figure out how to turn it off.
