Friendly Robber is Ruining Catan

Developers. Please adjust this. The way it is now is ruining the game. Just played a game where a player gave himself immunity for most of the game while accumulating many cards; couldn't place the robber on him for most of the game because he only had two points. I'm OK with friendly robber, but if you're going to allow it, especially in Arena, put a limit on it. Someone suggested if a player has 2 cards, they should be allowed to be targeted by the robber. That seems reasonable to me. Something like that needs to be in place. As it is, the friendly robber rule is bein abused and absolutely ruining the game.

I avoid Catan like the plague on BGA (and mostly irl), but I've tracked the discussion following this implementation. Which happened a long time ago. This is the meta that emerges with the Friendly Robber in play. You can't force someone not to do something that's not against the rules just because it changes the game in a way you don't like.
My understanding is that BGA implemented the Friendly Robber rules from one of the Catan expansions or rules variants. They do not deviate from official rules unless the rights holder consents.

Better yet, there's a link in that forum that allows you to see the status of existing bug reports and submit a new one if needed.
