Signaling and Dominion Card Sets

What does it mean to "signal" a player after a game?
Also, what are the "card sets" that are available as a dropdown for Dominion? They don't seem to be the expansion card sets, so could someone explain what they are?

"Signal this player" should be translated as "Report this player". Use it if an opponent is abusive, trolling, etc.

The card sets listed are the suggested starting sets listed in the original Dominion rules. Also Random gives you 10 random action cards and Draft lets players pick action cards one-by-one to make a custom set.
