Play as a Bomb vs Set

I'm not sure if that's intended but I can't find a way to play 4x symbols as a Set. Shouldn't there be a choice if to play 4 symbols as a Set or as a Bomb?
When asked on BGG whether 4 natural identical values could be declared as a Set (to trigger symbols or retain the ability to spin/recover white cards upon passing), designer Ralph Bruhn (barandur) confirmed:
"It's not forbidden to do this! So the answer to your question is yes, you CAN declare it as a set."
Well, I can't here, on BGA, or am I missing something?
