Arena champion

Why does BGA show the arena champion that cheated? My concern is this will happen again at the end of this season.

How did he cheat? Arena is completely random with choosing tables and Partner I guess

Look at the games they played in arena if you can. They only play with 1Slydog, but towards the end they had help from other profiles like clever-crocodile467, I believe awesome-jellyfish455 and Sleepy-cat552 were possibly involved also. I could not stay up to play the last night of the season in arena, but some of these players were up all night. There are multiple games when they were losing, and the other account will disconnect to prevent a loss, sometimes at the very end of the game. I know I am not supposed to call out players by name, but I did report these players and nothing was done, and I want to bring attention to this.

This was very blatantly done in a previous season of Hearts also. A low Elo player always played with the same player. Player B was there to boost player A.
If this failed to create a game-winning situation, player B would quit/forfeit, neutralizing what would have been a bad result for player A.
The result was player A, not even a strong player by Elo, won or nearly won an arena season.

Has anything been done about this? This site is usually very on top of moderations, it's crazy to me to see such blatant evidence of cheating not get punished or moderated.
Has anybody emailed the mods about this?

All you can do is RT the player, but BGA does nothing to prevent this from happening again.

You can "collect" evidence in the form of suspicious game activity. And report the offending accounts.
Bga moderators won't notice these things by themself. And actual Action obviously has a high bar for evidence before something can be done.
If nobody bothers to put in the work. Nothing can be done. It's silly to decide to just ignore it and RT the players. And then blame the moderators for not taking action on a problem you haven't bothered telling them about.

Why are you saying people are just using red thumbs and not actually reporting the issue to BGA for them to take actual action? My understanding is that multiple players have informed BGA of the obvious cheating, only to have BGA do nothing about it.

BGA does not care about the integrity of this game. BGA has been notified, with screenshots, and their response was nothing. BGA is inviting this behavior to happen again by not cracking down on it.
