What can I do if a player plays unfairly and always attacks me, even though another player has significantly more victory points?

Maybe he knows you have the resources he needs?

Nothing in any rulebook dictates who a person is allowed to attack.

It may feel unfair to always be attacked, rarely is it personal. The number of VP while polite to attack the person with the most, sometimes it is more strategic to attack the person that has the best potential later in the game. Ex: slew of lucky 13 rolls got the one player ahead, I would t bet on that keeping the player ahead in points.

Or it could be as petty ad you are playing the color they wanted to be.

ELO further compounds the issue as well. If you have just decided you are not going to win, if you are playing for ELO, there is a valid reason to attack the person in 2nd instead.
