I believe there is a mistake in rules interpretation by the game here.
Offering a new pact to someone should always be possible to accept.
Yes, someone who initiated a previous one cannot have two, but the rules
clearly say that : "You can cancel a pact you offered by getting someone
to accept your offer of another pact."
Therefore, this possibility should not be blocked by the computer.
