How do you buy player

Hi, not sure if it's a bug or not, so I postt here.
I did the tutorial.
I the tuto, they make us buy a player from other team.
I played, got the required number of token, and can't buy.
The only people I can buy are those on my team.
I though it was either an option and/or bad coding. But my opponent can buy just fine.
It seem unfair only one player is allowed to buy extra players.
Could you explain how/when you can buy an outside player costing 1 shoot/2 pass when you have 1 shoot and 2 pass tokens ?
