Basically, I'm in a situation in a game of Catan where, I suppose bots, are shamelessly cooperating with each other and blocked everything, so I have no way to get out of the game without quiting and losing reputation. The game can last forever and there is no way to stop it. Is it just a hopeless situation and I can't do anything?

Not bots. That's just a player who is infamous for this behavior.

If you see a little red exclamation point under the name of the player before accepting a game to start it either means they are banned, have low rep, or are playing from the same ip.

Best to be cautious of this.
