Send power through coal yard?

I've never played in person but I have a question about Energize and what signifies being connected. I have a building in Gorlitz, the neutral rail goes from there to the coal yard and the coal yard is connected to a power plant in Rieso. Why can't I power my building? Can you only send power over player rails?

Take a close look at the map. The rails in the coal mine locations are clearly separated. You cannot transport coal through them.

It's also explained in the rulebook on page 10:
"Long-distance rails cannot be used for any other purpose than
importing coal. They are not owned by any player and therefore
they cannot connect or create networks
."

Thanks. That is really not clear from the graphic design or the Energize section of the rulebook. I wish they had used a different rail type graphic or added a NO Energize symbol in that box.
