Increase Penalty for Timing Out in Arena

Four times today someone just ran the clock out and quit during the card selection phase. Can we change the rating system so it isn't an optimal strategy to tantrum quit when you don't like your starting cards?

If you quit or are expelled from a game you get a full loss. How's that an optimal strategy?
