Why are Leaders being passed left?

I'm watching replays and it clearly shows "Card Rotation" clockwise?
I get it's in beta and 2nd edition is different than 1st edition but I'm quite sure the rulebook says Leaders are passed to the right no matter what version you play.
Otherwise you have players passing both the leaders and age I cards to the left. That's too much draft advantage: aside from 1st pick you quite literally know the player to your left's remaining 3 leaders (out of 6). [Actually you only need to guess 2 leaders among 5 passed.] When you pass leaders to the right, you should only know what leaders the player(s) to the left handed to you and not really know what they actually have.
