custom blacklist to block Chinese bots and others in Arena

Is there an option to block specific players/accounts to prevent Arena matchmaking assigning them to yourself?
Primarily the Chinese bots with just random numbers and also player with bad behavior, extreme slow play and some countries that one want to avoid?
The thumbsdown feature after the game doesn't seem to prevent it in Arena.
