I'm in the Pacific time zone, and for me they are midnight to noon, so depending what part of the USA you are in, those times sound plausible.

This information is available before you join tournaments, so it's probably best to look over the settings at that time.

Says playing hours would be 8am to 8pm in my timezone. Did you check this before clicking register? It tells you on the main tournament page.
