Same box selections for all players

Dear game developers,
If everyone had the same boxes to choose from in every round, I feel like this would remove the 'getting screwed by random terrible boxes' factor. For example, there are sometimes occasions where there are absolutely ZERO options for a certain sequence of numbers available at all - let's say the first 5 box choices have absolutely no 1-2-3 options whatsoever (ie, every single box has nothing but 4-5-6 and 7-8-9 options). Having this happen essentially eliminates any chance of winning straight out of the gate. At least if everyone had the same boxes we'd all be equally disadvantaged.
Given that everyone has different playing styles anyway, there would still be sufficient variety and the 'luck' factor would still be there with the random numbers falling.
