Does anyone know where to find the S2 rulebook online?

The developer has the short solo/combo setup rules, but the full rulebook explains the rules for each card. The rule for Racoon is not being followed on BGA. You should be able to select any discarded card, including main deck discards. I read this in a physical copy, but I can't show it in bug reports since I can't find an online version.

This is just untrue, as I said in the bug report. From the official rulebook: Raccoon (8): If a player hires a raccoon, the player may
immediately hire a card from their own or another player’s
dismiss pile for 0 fame. This ability is optional and does not cost
an action.
