Forced tie possible?

If one player tries to take almost every spark and never spending them...

Seems highly unlikely one could force a tie this way. Don't think one player has enough time to collect sparks to block. Plus several cards have steal actions to prevent hoarding.

My opponent just did it when I got 3 points.
