Board Game Arena

I'm new in the game and I don't understand the rule of "5 tiles displayed on the desk". Especially when playing a 2 players game. I read the rule, it says the last player in the turn has to pick a tile among 5 tiles displayed. But, when playing a 2 players game, because I started, I can only draw a hidden tile, I never get the displayed tiles... Did I miss something?
