I know it's against the rules to call out an active player, but what about a player who was possibly banned for cheating, but definitely deleted their account?

Since there is technically no player by that name, it should be okay, right?

What would be the point?

I don't think so, because they are still a person even if they don't have an account.

I suspect they created a new account because I'm seeing similar shenanigans and I wanted to not so subtly tell them that I see them. There is a bit of circumstantial evidence that points to them being the same person, or at least somehow related.

Hoping to encourage them to stop doing it. (they really don't need to, I do not know why they do.). Collecting evidence and reporting players is kind of a pain.

In this case why can't you message them privately?

If their shenanigans are reportable, report the new account (and in the report you might mention the old account?)

If their shenanigans aren’t reportable, red-thumb and move on. Either way there’s no point in calling out the old account.

Since I have your attention, should I report someone earlier if I think it's a cheating player who has created a new account? Or do I need to accumulate enough evidence as of it was a completely different person? There is some circumstantial evidence to support the two accounts are related at least.
