(arena mode) Add option to filter by elo or arena points

Per title. Or perhaps we could have matchmaking automatically pair players around the same elo? Just pointless playing to win one elo (and losing a bunch of it if you do get unlucky). Can't imagine it's fun for new players to get beat up on either
