Useful Man Bug?

I’ve noticed recently that I can now skip using the Useful Man to collect £200, pass, and then it will give me another opportunity to use him to collect £200. This is very nice if my UM was not available before I passed, but I’m not sure if it’s correct according to the rules, or a bug.
