Rule question about playing card action

Hello.
From my understanding reading the rules page 12, when you play an action card for its effect, it still costs an action (in other word it's one of the 2 actions of the turn), am I right? I ask because it seems in BGA version, when you play an action card for its effect, it does not count as one of the 2 actions for this turn.
Thank you for your help.

Do you mean at the first round you can play all 5 cards as their actions in one turn? Does BGA really allow that? It's definitely a bug if it does

Playing a card for it's effect is an action and counts toward your limit. Why do you think it's not?

Well in this game:
https://boardgamearena.com/tableview?table=928832778
At the end of round one, my last turn I:
1-played Forcing Fire card for its effect
2-Then I made a burst action (discarding chain of command card)
3-Then BGA interface asked me if I wanted to do one more action, I elected to pass (normaly I should have to wait one more turn in order to pass because I had 0 action left).

The other player already passed, you just chained two turns, no bug here
