Option to ban scenarios, specially in tournaments

I feel like I need to say this, but I'm not advocating for banning to avoid scenarios I'm bad at. I like playing every scenario in the game.
Why is banning needed -
1. When a scenario is broken, not everyone is aware until it's fixed.
2. Newer players tend to pick levels randomly without any type of knowledge, and might pick levels that are bugged or not competitive (like flying archipelago).
3. You can't enforce a ban in a public tournament without having the setting.
The BO3 mode introduced the ability to ban scenarios, and I think it works well. However, it isn't really something I've seen used in public games or tournaments.
Tournaments - this is the mode that needs banning the most, but "best of 3" isn't practical for most tournaments. It wasn't even used in the official tournament that's currently running.
Public games - People aren't willing to sign up for a possible 3 games with strangers, and most people prefer to just play one game. I only use BO3 with my friend.
When people suggested being able to pick a scenario in game settings, the counter argument was that it would kill the game, and I agree. I think not being able to ban might do the same in the long run.
Not being able to ban at least 1 scenario makes me less willing to play with new players. I'm less likely to join public games when scenarios are bugged. You just don't have time to tell people to not pick a bugged level or a non competitive level (flying archipelago).
I don't know how many people feel/do the same. I just don't want to spend 3 days playing a game without purpose or enjoyment.
